Ans : Yes , definitely . iPhone 3G & iPhone 3GS utilises the same firmware .
Will it add camera ?
Ans : I don’t really understand what you want but I’ll try .. .. Nope . iPhone 3GS has a 3 MP camera while an iPhone 3G has a 2 MP . It is fixed & furthermore it is a hardware difference , not a firmware , so it can’t be updated through a update via iTunes .

If you’re talking about the video camera . Yes & no . iPhone 3G does not have video capabilities , but if you have a jailbroken one , you can install cycorder app to have a makeshift ‘video’ , although I think the quality is lower because of the slower frame rate . The reason for the slower frame rate (15fps) is because iPhone 3G does not have the hardware power to boost it up to the level of the iPhone 3GS with a 30fps frame rate .
